Dear Sir/Madam,
We, the undersigned residents of Sunrise Building, Jaunapur
(near Gyan Kunj School), are compelled to submit this collective legal
complaint regarding the prolonged and complete failure of regular water
supply in our building for over a year. Despite repeated complaints,
representations, and follow-ups with the concerned authorities, no permanent or
effective resolution has been implemented.
The continued absence of reliable water access has created a
situation of extreme hardship for all residents, including senior citizens,
working professionals, women, and young children. Water — an essential civic
service — is not a privilege but a fundamental necessity for survival, health,
and sanitation. Its prolonged denial raises serious concerns about
administrative accountability and the fulfillment of statutory obligations.
Residents are being forced to depend on privately arranged tractor water on an almost weekly basis simply to meet basic household needs such as drinking, cooking, bathing, and maintaining hygiene.
This recurring emergency measure has imposed a disproportionate financial burden on multiple families and is not a sustainable solution.
Several households have even been
compelled to temporarily relocate to relatives’ homes during acute shortages,
causing significant emotional distress and disruption to daily life.
It is pertinent to highlight that the Hon’ble Supreme Court of
India has repeatedly affirmed that access to safe water forms an integral part
of the Right to Life under Article 21 of the Constitution of India. The
ongoing deprivation of this essential service, despite sustained complaints,
may therefore be viewed as a matter of serious administrative negligence.
Through this collective notice, we formally call upon the
concerned authorities to:
• Immediately restore dependable water supply to
Sunrise Building.
• Provide a written, time-bound action plan within 7 days of
receipt of this complaint.
• Conduct an urgent on-site inspection to evaluate the severity of the
crisis.
• Fix clear responsibility and accountability for the prolonged
inaction.
• Implement a permanent infrastructure-based solution to prevent
recurrence.
Please treat this matter with the highest priority. Should
prompt and concrete action not be initiated within the stipulated timeframe,
the residents will be constrained to jointly pursue remedies available under
law. These may include escalation to higher administrative bodies, submission
of petitions to statutory commissions, filing grievances on public platforms,
and undertaking appropriate legal proceedings in the interest of safeguarding
our fundamental rights.
This complaint is issued in good faith and with the
expectation that the administration will act decisively to protect the welfare,
dignity, and basic living conditions of its citizens.
We request formal acknowledgement of this complaint and
immediate communication regarding the corrective steps being undertaken.
